Not sure about the Kinect 2.0 with PC. Im sure they will enable that down the line. Or some user will bring a mod patch to do it. Maybe you could try and get a cheap copy of W8 somewhere and dual boot your PC? Depends on how cheap though I guess. :)

I actually tried a few weeks ago to see if my old Microsoft student account was still active. That's how I got W7 and a ton of other software free. They'd closed it down, though. Bastards! I'm not opposed to W8.1, it's just that I have no real reason to upgrade. The OEM on Newegg is $100 and that's not even Pro. It's just not worth it to me.

A new PC is probably a long ways off for me, I just got a new GPU after all, but I'll probably look into Project Spark then. It should have a ton of user-created content by that point, anyway.

Welp luckily I can get a Windows 8 upgrade from my University for $20!!!!!!!!

This game is the only thing making upgrade. I liked LBP, but I wasn't a fan of if being 2D. So this is like the 3D LBP that I've always wanted.
