Nintendo published the game in Europe and America, so it's up to them. But on topic: I think around 100k sales would be enough for this localization, so yes.

90,000 Europewide? Seems a bit in the low side, but it can cover localization costs and a small profit.

Heard part of the problem is a low production number, kind of like how the initial release in NA for Fire Emblem was somewhat botched because it was difficult to find unless you pre orderd and even then it came later then the release date.
Honestly, it will depend on Nintendo of Europe and how well the game does in NA, I think Square Enix and Nintendo would work to get the sequel out in all territories if overall it does really well in at least one Western territory or they need something to pad out their own release schedule.
I think it's sufficient, since the game seems to be sold out in most places in Germany at least (hence initial sales here probably met their expectations). I would certainly hope so, since I really liked the game.

I dunno. Translating and porting games to other countries has been easier than ever at this point in time.
I think Germany is the country with the most sales ( 25k ) in Europe with UK (25k) and France (23k)
