It's clearly meant to show respect to Naughty Dog and Microsoft admitting they can't just throw money at talent and make an equivalent studio.

Phil Spencer should really head up the Xbox division he speaks a lot sense and seems to know what he's doing. It helps that he also doesn't have a punchable face, like Don Mattrick.

Yep no big deal. One hardware company trying to make a copy of a development studio of another hardware maker? Doesnt take a genius to figure out that that is a stupid move. Rather than try and copy Naughty Dog (who tend to make different genres and types of games from what MS studios traditionally do) they should focus on improving their own studios. They are on the way there with 343 though its still got a ways to go. Also, if they were to try to copy another studio, you can guess how the fans and critics will come down on them.
