That is true.  They'll compare if users are suspected of being an alt but they won't check every ban just because it's likely other IP's will pop up that come from actual different users.   I've been an admin for years.  I've seen some addresses get used by dozens if not hundreds of separate users.  This is why IP banning is a bad idea.  You can potentially knock out many legit users   That and there are easy ways to get a new IP address or use a free proxy.

When I was a kid, I watched the G.I. Joe cartoon. There were these twins named Tomax and Xamot. When one got hurt, the other one felt it.

It's especially rare because only three of us (four if you count torillian) can actually IP check. Those jobs will sit on the mod queue a long time sometimes.
