According to wiki, Nintendo and three other developers made the first game. This game had a sequel for US and Japan as well (not sure about anywhere else.

Regarding the thread: The graphics for the overworld and vehicles are pretty disappointing for a 3DS game in 2014. Graphics for the Dinosaur battle looks a bit better, though.
