Of those you've mentioned, I can see Tales of Xillia 2 struggling to get to one million, and Persona 5 not getting over 800k. That leaves the other two, which is still one point ahead of 360.

Tales of Vesperia and Tales of Xillia 1 were over 600k in Japan. Notice the decline in sales?
