This is more of a game design issue.
Yes, it is more constraining to have to design a game that intends to use greater draw distances and smaller details with lower native render resolutions. But this is a constraint that developers can and have worked around for years.
I've played more than my share of games on consoles where I really wish the resolution was higher so that distant objects were sharper, hence my move to PC gaming for many of said games. I won't say playing at higher resolutions made me a better gamer, which is a pretty ridiculous claim, but it did make playing them a bit easier, just as playing FPS games with a quality KB/Mouse set up is easier.
For games where this isn't an issue (draw distances, small details, etc.) I'll still take 1080p over 720p any day of the week. That's a no-brainer. Statements that 720p is "okay" or "good enough" or that 1080p isn't a significant difference are just as ridiculous as statements claiming playing at higher resolutions make you a better gamer.
