You don't have to keep it too close to your face. I've never had a problem playing any handheld game when it comes to screen size. I've had issues with games because of their camera designs, but that has nothing to do with the screen size of the tv or the handheld systems. That was issues with the games themselves.
I think the reason is just an excuse so they don't have to do it. I don't think there's actually a reason.

Vita TV has been announced to be 720p. So while Vita games might be max resolution of 544p, I think stuff like remote play, Netflix, etc, will be 720p resolution.
