They managed to get the voices for ToS HD, but they couldn't for XIllia and trying for Xillia 2. I don't think it's that clear cut.

I'd like to think that they're starting to listen more to their customers who have asked for Japanese voice acting for the past several releases. The costs of bringing them over is higher than a game like Atelier or Neptunia because the voice actors get paid more for a gmae like Tales. This leads to a higher cost and Namco doesn't really give a damn.
