The reason why the Vita TV is being made is because PS Vita's sales are downright poor. The problem the Vita has is that it's install base isn't attractive so developers won't take the risk and that their games won't sell well at all and be a waste of resources. However, if Vita doesn't get its developer support it won't sell any better. Of course, Sony thought of it's most brilliant idea yet which is the Vita TV. They will begin its campaign in Japan which will not do as well as it would do if it was West because in Japan gaming handhelds are more popular than gaming consoles while in the West it's a bit vice-versa.
So this is where my theory starts. My theory is that all Vita games starting from now on will all be compatible for Vita TV and we will see a lot less gimmicky and touchscreen stuff on big Vita software. I think the reason they are holding out on it on the West is not only due to production but that they are making sure all future games are Vita TV compatible since they want this device to cater to the home console market with its cheap price and convience. For example, somebody who doesn't have a home console and would want to play a game like Mortal Kombat and Injustice Gods Among Us can just get a Vita TV instead of a PS3 since it's all cheaper.
