A 3 stage boost for SpA, SpD and Speed in exchange for a turn? That's a bit of a cannon fodder move. Unless used properly (as in when you've predicted a switch), it'll leave your poke wide open. Kinda like a beam attack, without the actual damage. You can get hit with two high priority moves in the time it takes this to set up.

It's like a double Quiver Dance. If you switch in on a dragon-type and use it while they switch out, you get a boost with no damage and not easily beaten except for maybe Heatran which has a 4x resistance to Xerneas

Unless that Dragon type has access to Iron Head or Iron Tail, which most of the Physically powerful Dragons have access to, either by Breeding or Move Tutors.
Point in case: Haxorus. In the time that move takes to set up, I can DD 2 times with it and send an Iron Head that will OHKO Xerneas all day and leave any Fairy dumb enough to go against Haxorus for the next few turns shitting their pants (unless we get a Fairy priority move). And if Speed is an issue, I can just Sword Dance once with Garchomp and OHKO in the turn that the move actually boosts stats.
All i'm saying is that Dragons don't have that much to fear from that move and it'll actually leave a lot of set up opportunities, if you're clever.
