Did I understand it right that if you have a Balance Board, you only have to purchase and register a Fit Meter and you get the Wii Fit U software for free?
Ongoing bet with think-man: He wins if MH4 releases in any shape or form on PSV in 2013, I win if it doesn't.

No
If you have a Balance Board you get 1 month free of a full digital copy of the game, and it releases a month early too. You have the choice of buying the Fit meter if you want.
roughly 1 month later the retail copy will release in 2 bundles. Balance board, game and fit meter or just the game and fit meter

I just want to know if it is feasible to hunt down a cheap copy of Wii Fit + balance board now and just upgrade or purchase the whole package later.

I doubt this download only (limited reach, people gets less exposed to it), pay for the game, pay more to play more Wii Sports model can make people pay for the box like the previous games.
That little device, was pretty impressive and really sensitive to. Reading your moves precisely is scary, but of coarse real world performance will determine how it credibility. Wii Sports and its online feature is what got me excited, bowling and golf is going to be fun online.

It's the best, most logical next step for both WiiSports and WiiFit and I fully expected it.
