Um it did outsell Saints Row, not sure if you noticed but the chart in the OP is Single Platform. VGChartz also use Single Platform charts so you cant complain about the use of them.

I suppose both views are correct, the publisher sees the total sales as a main point tho, so do analysts looking at the total revenue and costs of GTA V
