You're making a lot of baseless assumptions. They've already confirmed hunting, small towns, populated hiking trails, off-road racing tracks, a giant oil field, a quarry, air fields, biker gangs out in the country, this thing, bigfoot is rumoured... I'm sure there'll be lots of shit to do.
Also the part of the city you're describing is just downtown. Vinewood, venice beach and the docks aren't like that at all, and you're probably not counting a lot of smaller roads you have to zoom in to see.
