Who said anythign about them changing the hardware, the rumor suggest that the hardware was alwasy there.  As one person mentioned, when talking about a speculation piece its good to actually read it first that way people will not be making statements covered by the article.

As to the PS4, there IMHO there really isn't anything impressive about it.  It appears to be a console that is not really pushing any thing if you are going by the components.  Sony has made some nice improvements to the GPU but besides from that, it really seem like a very safe design.

While I'm sure this would provide entertainment, at the end of the day specs really don't matter (in terms of sales of course).  Wii was proof of that.

As it is now, PS4 appears marginally more powerful.  If the rumors are 100% true, then Xbox One would be marginally more powerful.  Is it really going to change anyone's mind either way?  You guys have certain games you like, and will follow the games.  Why is that so hard to admit?

Anyway, I can see the truth ending up somewhere in the middle.  With PS4 being more powerful, but Xbox One bridging the gap slightly with some of its co-processors.  I haven't read into too much on the details, but hard processors next to a GPU can really help to offload what would otherwise need to be done purely in SW.

For example, the generation before Intel i-core processors did not have h.264 hard block decoders built in.  Watching a high resolution, high bitrate, AVC (h.264) movie could easily make even a fast processor choke.  Completely off topic... a little disappointed that none of the consoles could have h.265 built in (that I have seen).

So has anyone asked anyone at MS if there is an NDA from AMD that they are honoring right now? Isn't that an easy way acknowledge that SOMETHING would be revealed concerning the GPU when it has expired without violating it?

They would have to be absolutely, colosally stupid to NOT push every little advantage their system had.   Either this is not true, it was a late-game change, or Microsoft is stupid.  None appear to be likely.

MS would only do what they always do "We do not comment on Rumors etc.".  So far no one has asked but it probably will happen at some point.

You can count out late change.  Either the chip was there from the beginning but MS cannot talk about it until and NDA is lifted or it was never there and this is one of many rumors that have floated around the net.

If there is an NDA, MS cannot and will not go against it because it would be a breach of contract with the parties involved and there could be stiff penealty.  second, MS use NDAs a lot and breaching others NDAs is a big no no.
