We're thinking of different games (You're thinking of the right one). I guess it's that Capcom game. Which I though was made by someone else.

Very possible. I can't believe how fast this is climbing. The power of the fan community is very strong here. It every indie game campaign was like this, they'd all be funded with room for expansion and more.

The way he's fudning this is a reaction to the way the previous two Mega Man titles were cancelled. Publishers (namely Capcom) thought Mega Man wasn't a viable franchise, and by working with fans direcly through kickstarter, there is no worry about titles being cancelled or anything.
Furthermore, I'd imagine publishers might be reluctant to fund this. The game is an obvious take on Mega Man, and Capcom really should protect their IP by filing a lawsuit. Of course, because it's a crowd funded game that is getting very popular very fast, that puts Capcom at an awkward position in terms of trying to sue. I kind of feel like Inafune is just daring Capcom to file a lawsuit.

You're right about the first part, you know fans will support this to the grave. It'll get funded no doubt.
I'm not sure they could sue him for this. Yes it's a take off of Megaman but it's not Megaman. It's like Metroidvania games that take elements of the franchises and add their own flare. Beck is clearly different from Mega Man in regards to certain abilites he has. If this was called "The Mighty Mega Man" or something like that it would get sued, but it's not so I'm not sure it could....

I'm not a legal expert, but the similarities go more than skin deep. If you look at the page there are tons of references to Mega Man both obvious (the scrolling at the beginning of the video) to the subtle (Keiji's disappearance at the end). The concept and story of the game (industrial robots going rogue and attacking humans? Ya don't say...) is pretty much directly from Mega Man. Beck's appearance, the Rush motorcycle that Call appears to have access to, and even the particular robot masters closely resemble past robot masters.

Capcom could make a fairly strong case that Mighty No. 9 will cause brand confusion with the Mega Man brand. Especially based on the images and style of the kickstarter page. I think this is part of the reason why it's being kickstarted. If Capcom tries to shut the project down, they're going to really piss people off.
No doubt they'll tick people off. I still think it's fine though. It's not other things where they literally take the name and make a movie or game. This is a take on the franchise with a few twists but similar gameplay. There is a game out there called Ghost Song that is very similar to Metroid but the story and certain aspects are different, and it's not going to get cancelled. I think this will be fine, although I have been wrong before....
