Nintendo.
Not only does Nintendo have the best selling new IPs of the last gen, they also tend to make, in my opinion, the best games in general. They use their old characters because it's in their best interest. It makes them more money, it makes their fans happy, and it works out for people who like to have something to complain about. New IPs are not intrinsically better or more creative than old IPs. See: Darksiders, Injustice, or Dante's Inferno. Those are all technically new IPs but each sticks closely to the conventions of an established franchise (Zelda, Mortal Kombat, and God of War).
If for some bizarre reason (like people actually buying new IPs instead of complaining about how much they love them) it was not in Nintendo's interests to make games with their established franchises, they'd make awesome games with new worlds in them. Paper Mario, Mario and Luigi, Kirby's Epic Yarn, Wii Fit, Kid Icarus Uprising, Metroid Other M, and so on could have easily been tweaked into new franchises. Hell, Skyward Sword and Mario Galaxy could have been branded as new IPs if necessary.
