It's a design choice not a hardware limitation. If they aim for a KZ3 like Multi (which I very much enjoyed and hope they do) more than 32 players would make the maps overcrowded, pacing would be bad, etc.

yeah, it makes no sense to have something like 24vs24 or 32vs32 in every freaking game. i am a big halo fan and i don't want to get a halo where every map is full with 40 or 100 players. i love some 4vs4 matches and it get's much more emotional if you always fight against the same 4 guys for the whole round. and in a game of 32vs32 you can play really bad and it won't really change if your team will win or lose but if you play really bad in a 4vs4 match your tream will have it hard to win.
i love both, huge matches and small matches but it would be boring as hell if every shooter would only have huge battles.
