I am no market expert so I'm probably wrong, but the way I understand it:
1. Only a very small portion of people in China are over zealous nationalists, they seem to be a big deal because they are very vocal and (as usual) western media like to blow everything out of proportion for more hits, to say an American company would have upper hand because Chinese nationalists dislike Japan is a joke in itself because many of the same nationalists dislike the US just as much, if not more.
2. Chinese gamers have already fully embraced PC as their gaming standard, online competitive games are the most popular genre (DotA, LOL, Starcraft etc etc), it's already pretty easy to get a console in China, but people simply aren't interested.
3. There is a chance that consoles can actually be a success with proper marketing, but if it has been proven that there is a market for consoles in China, then in a more likely case some Chinese company would just make their own console and take over the market, it had happened many times in the past, they almost always win because they know their market and customers better than foreign companies, even Google couldn't compete with their Chinese counterpart, Chinese car makers have more than 50% of the market share and it's still increasing.
4. Legalising console doesn't just mean that existing companies can sell their products in China , it also means that video game console as an industry now has the approval of Chinese government, so Chinese companies are free to make their own consoles, likely with some sort of government support along the way to boost economy (more revenues and new jobs), if anything the threat of new entries is greater than the lucrativeness of a new market.
