No, it's more likely to be the other way around.
Offline it will use the default AI routines, online it will download a set of parameters before the race to adjust the AI to reflect the driving styles of other users. All AI still runs locally.

I'd like to think that in offline mode your opponents just jog around the track without their cars, or that all the opponents turn into elderly women driving 1979 Chrysler LeBarons
