Biology. Females are valuable since they invest so many resources in a single child over the long term so they look for a stable partner; males can invest five minutes in lots of children so they look for as many opportunities as possible. Thus females would be expected to have the control.

In other species, the males are elaborately beautiful to impress females for this reason.
