If I had to evaluate I was a critic, I'd not rate FFVIII the highest, probably planescape torment, but that's with the fan patches that fixed all the bugs because it was made by the king bugs obsidians spiritual predecessor black isle :P.

But I love FF8 to death. Despite it's flaws and I've beaten it 8 or 9 times over the course of my life. So that was my vote.

No Mario Party, SSB, Jet Force Gemini, DK64, Rayman 2... hell, pretty much ZERO N64 games on this list!

My personal best game for '99 would be a toss up between SSB and Wrestlemania 2000.
