I've also achieved this, although only once. That's how rare having a mushroom in first place has been for me, because it represents a 100% mushroom dodge success rate.

Yeah I knew this was possible, it's possible in any Mario Kart to dodge the Blue Shells actually. It's quite easy to do in Double Dash! because you have a big window of opportunity. In Wii it's pretty doable too and I did it multiple times. I found it the hardest in Mario Kart 7 because your timing has to be absolutely perfect, I've managed to pull it off just twice until now. I've tried to do it with the mini-turboes you get from drifting, but I don't think that works.

Alright, I'm officially a pro a blue shell dodging! Just avoided 3 more of them in a row! ^_^

Forget about getting a mushroom in 1st place. Only on 2nd place and lower...

When you think about it, this is a very risky tactic. You basically leave yourself open to get hit by anyone that's right behind you! It's a 50/50 risk and reward!

Your chance will be even greater if you already have an item like a Banana protecting your arse while in 2nd place, someone else knocks out the one in front of you just after you pass an item-block to acquire a mushroom (even less of a chance) and take the lead! But scenario rarely happens, at least for me. ;)

Yeah that's how I did it one time. Triple green shell out plus mushroom in reserve! This other time I only had triple mushroom, but figured I could get right back into it if I got hit by red shell. Oh, and the latest dodge was the pro-est! Someone got a blue shell so everyone stopped, then I go past them but stop before a gliding ramp as the blue shell was coming, then I avoided it and continued on while many others got caught in the blast!
