Capcom has been posting pretty large losses recently.  It shouldn't be very hard to believe that they're very wary of what projects they greenlight. There was a ten year gap between Street Fighter 3 and 4. Capcom is very careful about investing in new entries in the franchise. Fighting games are very expensive.  Apparantly characters in Street FIghter IV cost a million each. With next gen budgets that cost is only going to go up. Ono didn't even have the resources to port Ultra Street Fighter IV to next gen consoles. Which also would not have happened without funding from Sony. Capcom is not in a good position right now. Outside of Monster Hunter and Resident Evil they don't have a lot of surefire hits. I doubt they would have made Dead Rising 3 had Microsoft not covered the costs. The idea that Sony money hatted a fighting game to respond to Microsoft money hatting an action adventure game doesn't make much sense. They're probably not even launching in the same year. The likeliest option is that Ono approached Sony about funding in exchange for console exclusivity. SInce they don't have their own fighting game franchise it made sense. 

EDIT: To respond to another one of your points, whatever profits Capcom has been making recently has been invested into a new mobile division which hasn't been doing too great.

Why is RE evil excluisve then? Both are some Capcom's biggest IPs. I can understand for more smaller projects like DR, or even like Dragon's Dogma, but I find it hard to beleive they were that bad off financially.

My experience with Halo has been wayyyyyy better. I get into matches consistently and the number one thing was splitting me and my partner up after matches. That also is nonexistent. Im usually on H3 and back having fun

Do you play Horizon with a controller or wheel? I've gravitated away from playing driving games without a wheel but I haven't used the X1's controller yet.
