I was checking the list war site and I saw Phantom dust is not on the retail exclusive list. I contacted the site and they told me they want to add the game but someone from MS stated in a video interview it will distributed like KI (so no guarantee to be a retail game)

They also told me if I can find that it will be retail for sure that I can contact them again. Anyone knows more?

Microsoft has not announced how Phantom Dust will work yet, however its being done by the same team who did Killer Instinct which includes Kenn Lobb.  Because of this and the fact that Killer Instinct was very successful and was actually the inspiration of rebooting other games like Phantom Dust it is most likely going to be digital only.  You can prob expect others to be simlar this generation as MSFT seems to be on to something.

I have come to the conclusion that not very many people play mp in mcc anymore. I get matched up against the same people very often. Must mean not that many are searching.
