Since Sony said gamescom was going to be pretty Vita focused, what are the chances they make it either Vita exclusive or PS3/Vita at that event?

I think if a new Tales of comes out its garunteed to come to the west, considering they have localized all the recent games.  It may take a year or two, but I think we'll get it.

0%. They're not announcing a Tales game at Gamescom.

Do you think they will announce it at the TGS?

yeah, that's why I'll give them the benefit of doubt, but after the whole Versperia debacle/ not localizing the PSP&NDS titles(and now it looks like the Vita games for now) the still got some ways to go...

As per usual Namco trademarks three names for a new Tales game but picks one to be the final name.

Based on what Tales producer Hideo Baba has said, they have no plans for a next-gen Tales game and are focusing on PS3 so this should be a new PS3 Tales game.

I highly doubt that, Tales of Xillia 2 just released on PS3, and won't release outside of Japan until 2014 as it is. Plus PS3 owners already have the Symphonia HD remakes to look forward to.

I think, if this isn't a Wii U game (since they say they have no plans for a next get Tales), it's likely a 3DS game. Tales of the Abyss, a remake, sold 65% as well as the best console Tales this gen, and it sold 90% as well as the original game, despite releasing early in 3DS's life.

Plus releasing the game for 3DS means that people outside of Japan will likely get the game too, since 3DS will be selling well in 2014/2015, thus boosting sales.

Possible 3DS, the Tales team should be done with porting Tales of Tempest R for the Vita by now. I would be surprise if this is another PS3 game since the console generation is about to change.

Edit: I just remembered that the ToR:R announcement was an April fools joke. Wasn't it?
