You can't just put a software update and make the gamepad a tablet. The gamepad has no CPU or GPU. It's a second screen, just like a TV or monitor but smaller. Like a normal TV (not smart TV) can't do what a tablet does, the gamepad can't either. They would have to release a new Nintendo branded tablet for this whole thing to work, but I don't think Nintendo want any part of that. It would be easier for them to just release their titles on all existing bajillion tablets rather than make a proprietory tablet. But I don't think I want Nintendo to make tablet games.

ALSO: The tablet has an expansion port. A hardware add-on with some sort of internal / removable storage isn't impossible; just pretty unlikely at this point.
