Yep that seams to be the case. Not even making your account in one of those countries will make the system work. My only guess is that MS is checking your IP address and if that IP doesn't belong to those countries, no matter how hard you try, the system won't work.

MS is really shooting themselves in the foot, this is by far the biggest f*ck up they did with the Xbox One.

yes and it's the 20th thread about it now. those few people who would import the console have to wait until it releases in their country some months later.
