No, just like(I believe) Sony never bundled PSPs with PS3s or PS2s. The price would be too high and most consumers wouldn't want to pay that much for a gaming console.

Not at launch, i think Vita will get a price cut at E3 and if Sony really want to push the remote play bundle maybe they can give another Vita discount voucher for every PS4 purchase when PS4 launch, for those who really still not interested can give the voucher to someone else to push Vita sales as well

Not many people have enough money for both consoles at the same time! Plus the people who have that kinda doe, probably already own a PSV right now.
