Sony also gives publishers the option to region lock their games on PSP/PSV/PS3. The result? Almost nobody region locks their games...

If one publisher decides to be greedy and charge a used game fee, you can just choose not to buy their games if it goes against your personal ideologies. This is not the hardware maker's fault in any way. They are just providing freedom to the publisher, giving them more incentive to release more games on the system. The online pass system works the same way.

The problem arises if a console forces publishers to do things like this. Then it is the hardware maker's fault.

I think Sony stated that it's up to the developer/publisher whether to block used games.  So EA could do that on ps4 even if ps4 doesn't block all used games.

Like OP mentiones, Sony won't this, but apparently there's nothing stopping companies like EA.

But in the end is the same situation as the XO. First parties won't do it, but those games only represent a small percentage of a console's library, the vast majority of games come from third parties.

True, but I guess it's more that MS is the one that seems to be forcing all developers to do it and Sony is just giving them the option.

What are your thoughts on MS's conference after learning the TV offerings aren't available out of box, but require an add-on

Maybe, but if 3rd parties are happy that MS is doing it, then it will be no different for the PS4. Doesn't matter if it's optional or obligatory. 

This at least means that smaller publishers and indie developers won't have to do this stuff on the PS4, but the big publishers will take advantage of it.
