Reasoning behind why Xbox employs always online+used game fee...and why Sony might do something similar.

No they said it would be "up to the publisher". Something tells me with EA "dropping" online, they have a deal or something worked out for FIFA at least.

Which means Sony is not the one's doing it.  EA will be the one who does it on PS4, if what they said was true.  

But in the end is the same situation as the XO. First parties won't do it, but those games only represent a small percentage of a console's library, the vast majority of games come from third parties. 

True, but I guess it's more that MS is the one that seems to be forcing all developers to do it and Sony is just giving them the option.
