Japanese developers have been much slower to adopt the PS4 (in comparison to the PS3) and many games that should've been exclusive to the PS4 have been released on the PS3 as well which means many cross-gen games like Dragon Quest Heroes and Metal Gear Solid V still have performed well but across two platforms rather than one. The adoption is slower but I don't doubt that it will reach the same kind of popularity as the PS3 or higher. Also at the same point in time I'm pretty sure the PS3 had like only one game above 500k. And the PS4 has been especially healthy for western games and that's not something the PS3 did until much later in its life thanks to Call of Duty and GTA. But the performance of games like Fallout 4, The Witcher 3 or Star Wars Battlefront are pretty impressive.

The transition for developers and consumers this generation has been very slow, especially as sales of the PlayStation 4 have tracked lower than its predecessor when aligned. The multi gen games have certainly had an impact on PlayStation 4 sales with the Vita or PS3 version performing better last year. We are certainly starting to see the PlayStation 4 versions performing better but as these games are on multiple platforms the sales are still very much split across all of those platforms.
You are right that the PlayStation 3 was in a similar position but at that time you had the PlayStation 2 and Nintendo Wii which were seeing very high hardware and software sell through. This gen the PlayStation 3 isn't performing like the PlayStation 2 did, nor is there a Wii like performance from the Wii U. Nintendo consoles generally have higher attach rates and the Wii U is once again demonstrating that but it's clear that hardware sell in for the console will likely fall short of where the Gamecube ended up. The same applies for PlayStation 4 where it is likely to fall short of PlayStation 3's total sales due to the smaller market size and expected shorter generation.
Ultimately the PlayStation 4 is taking its time to demonstrate that software can sell on the system in high numbers and even though Western games are performing better than last gen, the sales aren't exactly high enough to offset the decline in total software sales.
