Oh, for sure. Sadly, this is the case for pretty much all big Japanese franchises. Besides Dragon Quest, I can't think of one that hasn't consistently gone down in recent years. Yokai Watch could be a different case, although I'm having a hard time believing that YW3 will be bigger than YW2.
Edit: And Mario Kart, I guess. That game almost solely relies on the install base of the console it's on.
