Not necessarily, some retailers might have left some for direct sales. hiska should tell us more :)

Xenoblade bundle pre-orders are closed since long time ago. Normal for a limited bundle.

Still, as benao87 pointed, they usually left some stock for direct sales.

But this kind of bundles are not that numerous. Definitely i can't see more than 10k bundles. But you don't need to worry, because if demand is really there, they will buy the console without bundle.
