Who knows. How does Nintendo even set sales targets? Their software has legs and that is not easy to predict.
What I'm thinking is bundles. Bundles for Mario Kart and Wii Fit U. If the Wii U sells well, these alone should move a couple million.
38 million is in line with the 3DS' second year, but I think they'll miss this target.
The 3DS had Mario Kart 7, Super Mario 3D Land, Zelda: OoT, Nintendogs that fiscal year.
The Wii sold 119 million software units its second fiscal year, lol, wowza. Catching lightning in a bottle indeed.

WiiU will have Mario Kart, 3D Mario and Zelda WW HD this fiscal year. Plus Wii Fit U, and Wii U Party, and Pikmin 3, and maybe stuff like whatever Retro's working on, Wonderful 101, X and Bayonetta 2. Who knows, they might surprise us all and even give us Smash Bros. before the fiscal year's over... And that's on top of evergreen stuff that will keep on selling, like NSMBU and Nintendoland. If anything, WiiU's lineup is far, far superior to the 3DS one back then.

Yeah they can probably reach it. 38 million as someone else pointed out actually isn't that much. Thought the Wii U won't sell as much as the 3DS did its second year, consoles tend to have a higher software attach rate than handhelds do.
And as someone else pointed out the PS3 sold about the same amount of software it's second year, and it was really selling like a dog in those days too.
I don't know if I'd say the lineup is "far superior", it's pretty similar actually. Zelda: OoT > Zelda: MM in terms of sales appeal too IMO.
People seem to forget about the existing titles. NintendoLand and NSMBU have tie rates over 60%. With Nintendo games it's not uncommon for that to continue. New buyers this Christmas will want some 2D Mario regardless of new games that may come out. Even if tie rates drop to 50% you're still looking at 10 million more sales for those old titles if Nintendo sells the hardware they expect.
If We see MarioKart, MarioU, Pikmin3, WiiFitU and other 1st party titles, plus AAA third party launched same day as other systems like COD, AC4, Watch_Dogs and maybe GTA5 there is no reason to think Nintendo wouldn't hit their expectations.
The real question is if they move their expected hardware. I think they will, but if the hardware sales continue to be slow then they won't hit software targets regardless of the tie ratio of the big titles.

Yeah I guess they should be able to do it. If they don't pull any weird moves like they do sometimes, you never know with Nintendo.
Anyway, I'd call it far superior, because yes, the trio of MK, 3D Mario and a Zelda remake are pretty much -exactly- the same as the 3DS games were, except 3DS didn't get much else that fiscal year. WiiU will have all of the other games I mentioned above, on top of those 3 heavy hitters.

I think they'll reach their new targets or be really close. Tons of new content coming and they will be very aggressive as the others launch their new products.
As for the very small gain this last quarter, umm they only released like 5 new games in all three of those months. So yeah, it makes perfect sense.
