I don't know. Those Genie-looking guys from Gen 5 all had new forms. That's 3 forms in one game... plus the Keldeo form... plus the two Kyurem forms... that's quite a lot.

and even my final form is only 1% of my true power!  Wait till I go final form 100%!

Thats an example of ONE pokemon with multiple forms. The basic pokemon evolves through different conditions into a different final form. 

Mewtwo straight up evolved......the same evolution style we have seen since Pokemon red and Blue.

Dude its just a new form they wouldn't make a new evolution for a legendary it's the same with Giratina's Origin form,Shaymin's sky form,Keldoe's resolute form and Meloetta's pirouette form.Also no legendary to date has an evolution.

Unless they do some stat flipping I doubt it would be balanced.

It's not an evolution Mewtwo is a legendary pokemon with 680 base stats. If it were an evolution just how much stronger will it get. It's a new form, quite a few legendaries have forms.
