Zelda fanbase < 1m.
Fable was bigger until 2006, then reclaimed the throne in 2009, then lost it again in 2012.

Fable was bigger than Zelda since 2004 (using logic of Fable:Journey comparison and Z:SS).

Based on this, Fable was bigger until 2006, then reclaimed the throne in 2009, then lost it again in 2012.

Fable has been bundled for the duration of its time this whole gen (and possibly last gen as well). I cannot remember the last Zelda bundled from Nintendo that I actually played. Microsoft was pretty much giving away Fable 2 and Forza 3 for free in Xbox 360 boxes. The same goes for Fable 3.
