He is saying it is the second time because the article isn't trolling but that doesn't mean the writer is serious. There is a big difference between trolling and satire, and sarcasm too for that matter. This is satire, all of it.

I swear to God, no matter how strong the sarcasm is, a lot of people don't get it or express doubt. Have we come to the point that they need to end their article with "lolz" or "/sarcasm"? I mean, seriously, guys.
