Of all the games that could be ported to Wii-U, this one makes the most sense, and I'd hazard would probably make the most money back too.

makes sense really as I don't really see Bayonetta being all too much of a system seller to the people who played the first one and I don't know why the 2nd one would sale nearly as much as the first when the userbase hasn't played the first. Solution would be to introduce the Wii U's user base to the franchise

Begs the question of whether a localization is more expensive than a port. If VC3 was "too expensive" to localize, Bayonetta's likely too expensive to port, especially since DD-only is an option in both cases.

I remember Ubisoft saying that the Wii U ports (from 360 and PS3 games I guess) cost less than a million to make. This was a long time ago (a few months after E3 2012 iirc), so who knows how much truth was in that statement.

I would say its true, just that you're not producing the best port in the world that way. Though this doesn't need to be the best, it just needs to be passable (though again, Sega mucked up the PS3 port, so could they be trusted to do a good job?)

For a game like Bayonetta, I think it would really suffer from outsourcing a port though. Ninja Gaiden Sigma 2+ on Vita seems to be an outsourced port, because it supposedly runs horribly on the system. And like Bayonetta, it's a fast paced hack 'n' slash that needs to run in 60 fps to be truly appreciated. A cheap rush job wouldn't do the sequel any favours.
