Yes, I fully expect PS4 and Xbox 720 to have slow sales during the first half of 2014. Maybe not Wii U type of slow but slow nonetheless.

Yes, next gen console sales will be smaller than this gen. There will be too much competition from gaming on smartphones, pads, PCs and Apple TVs. And the grafical leap between PS2 and PS3 was bigger than between PS3 and PS4. This generation was the biggest in history saleswise.
