Pokemon alone is gonna carry 3ds for years.
Outsell the 3DS on a weekly basis? No. I think it's more likely that Vita is discontinued/replaced by a VitaPhone than that happening.
I do think it's possible that Vita could outsell 3DS for a one-week period if it gets a big price cut sometime soon. But 3DS is about to get a major software push. Once Animal Crossing and Pokemon hit, there will be no looking back. Those 13k DS sales will most likely switch to 3DS. And in later years 3DS will get another price cut.
Vita just doesn't seem to have a market right now. The 3DS is the better option for affordable dedicated gaming.
PSV could still turn things around, but I think it's more likely it's phased out in a few years. An ExperiaVita might be an attractive package though, if done right. I would buy an Experia Z right now if it was available in Canada, and I would pay a premium for a model with some Vita-like gaming. But that's not the current scenario. Right now Vita doesn't appeal to kids like 3DS does, and not enough adults want a second tech device to carry around with their smartphone.

From what I understood you need a internet connection on your vita to be able to stream your games so you cant do it on the road or a place with no internet

It's not going to be a smash hit and sell millions of systems, but it's still going to cross the million mark and push some Sony fans to buy the system I reckon. It's something you can't get on other portable devices.

LBP isn't as big with the kind of audience Vita is pitched at, and as for Liberation, that was held back by being an FPS on a system without dual analogue control.
