In the E3 2010 prototype with an ARM9 CPU (2-core 2XX MHz) & NIVIDIA GPU (200 MHz, about 20 million polygons being done)
But the 3DS finish version always have the same frame rate with the 3D ON & OFF. But people keep thinking about the Prototype from E3 2010 because that's the only stuff they ever learned about the 3DS sadly.
The finish 3DS uses a ARM11 CPU (4-core 1 GHz, can't be underclock any lower then 350 MHz a core, but is clock no lower then 400 MHz a core on pre-install firmware 1.0.0-0 for battery life and to prevent overheating) & PICA200 GPU (400 MHz and does 160 Million Triangles at 400 MHz which is what it is clocked at, so games have definitley been doing more then 100 million Polygons so far, like Kid Icarus Uprsing & etc.)
Sonic Racing Transformed has the worse frame rate of any 3DS game, but even it's frame rate stays the same with the 3D ON & OFF. If you have Firmware 5.0.0-11 or higher, then all of your 3DS games will play at 60 fps.
Anyways the frame rate in the finish version of the 3DS (release in February 2011) has the frame rate exactly the same with the 3D On & OFF.
Only the E3 2010 prototype had its frame rate change when you turned the 3D OFF.
