Pokoko nailed it pretty much.
Tablet/phone integration has already been happening, XBox smartglass wasn't even the first showing of the concept, let alone is it going to be the first implementation.
SONY beat the Kinect to the punch, and imo already had a better implementation of the concept from the beginning, and of course they have never trumpeted it so hard that you might think it is meant to be a replacement for the primary controller (which is a stupid bad idea).
You got this one right though. Microsoft has always excelled with the best development tools. The archtecture itself is not quite the real reason its easier to develop, but it doesn't hurt.
