I would assume the publisher, after bandwidth costs (PSN) and any other network costs platform holders may charge.

they will be invested in new games and instead of getting broke companies will stay alive. i think sony/microsoft/nintendo get more as if they only get royalties for every sold games (i would guess maybe 20%-30 of the price so maybe 15 dollar for a 60 dollar game) and the rest to the publisher/developer which will be also more as if they would sell it at retail.
