i was expecting something else, but yea i agree. NOA and JP have no clue of the western market.

Nintendo is kinda like 60% of a great company.
They need their second half -- a real NOA/NOE to help them out.
They need someone to run these divisions who actually knows how to run a Western division, and they need to be given development resources of their own. They also need rock solid marketing staff.
If you could combine Nintendo Japan (Iwata's Nintendo) and combine them with a Western division, then you'd be in business IMO.
Maybe someone like Warren Spector could handle the Western side.
You could set it up so that
Nintendo Japan - Controls all EAD groups, associated studios, handles all Japanese marketing and developer relations.
Nintendo "West" - Controls NST, Retro, and a new Nintendo Europe Studio (NES, heh). Handles all Western marketing and Western developer relations.
Iwata would still be the "boss" at the top, but the Nintendo West head would have some serious power and say on the management board and the ability to brainstorm and develop their own projects.
