Pretty much this, the major publishers will continue pouring obscene amounts of budget into their biggest projects; when it pays off, it will pay off well enough for the publishers to continue their business model; when it doesn't pay off, there will be layoffs and studio closings. Medium-sized publishers will try to compete with the likes of Activision and EA and be severely burned, leading to -- you guessed it -- layoffs and closings. Smart publishers and indie developers will continue to profit modestly from less risky ventures.
Hopefully what happened this gen was a bunch of medium-sized publishers winning the Darwin Award for trying to play by EA's rules. Maybe next gen, they'll realize that the best way to increase the value of your product is by putting a lot of effort into it, not by putting a lot of money into it.
