A question... Does the WiiU needs to be on to browse on the pad??? Or can you just take the pad and browse if the WiiU is off?

Why not? It's convenient. You're not going to just browse the web with a console and go to your PC whenever you want to post something. For example I haven't used a computer much in the last 7 years for webbrowsing; it's mostly my mobile phone, with Wii as a distant second.

WiiU needs to be turned on, as the pad doesn't process things itself. It just receives data from the WiiU console. You don't need your TV though.
