Yep. However it'd probably be long gone by the time you got your gun out though it wouldn't go through with it because they want to be able to carry away their prey. If your dog was wandering say 3-4 miles away in the wilderness and an Eagle was hungry enough it might give it a go if it thought it would have enough time to eat undisturbed.
