Not sure what you mean. The 3DS is much stronger than the DS. It's like comparing N64 to Gamecube.

To me it looks like comparing Gamecube and Wii.
DS from GBA was the difference from sprite based 2D games to fully rendered 3D games. GBA from GB was a jump from 8 bit to 32 bit. 3DS from DS is basically a jump from 3D to true 3D since both processors are 32 bit, and 3DS is only 1.5x as powerful as the DS.
While the 3DS CPU is about 3x as powerful as DS, it needs 2x the power to run the same image twice in order to make that 3D effect. The 3DS has a 268MHz Dual Processor ARM 11 and the DS has 133Mhz ARM 9 + 33Mhz ARM 7 processors. While this makes 3DS technically 80% as powerful as the Wii, since games are 3D, they will only look 40% or so as good.
Thus DS looks better then N64, barely, but much worse then Gamecube, but 3DS looks worse then Gamecube (which is nearly identical to Wii), but not by much. The jump from DS to 3DS was less then 1 console generation jump. Hence the graphical leap is small.
