Doesn't mean anything. NDS debuted with 200k less units than PS2 and ended up selling better. It's all about legs!

Except it launched with a game that is a known quality, and has sold over 4m copies in each of its previous iterations. Vita doesn't have any big games yet, Wii U already has three in Japan.
